HULL — Capital Improvement Committee adopts project-ranking framework. The committee, led by Chair Carl Katzeff, unanimously approved revisions to its scoring worksheet for evaluating capital requests on February 3. The framework, based on practices from other municipalities including Scituate, establishes six assessment categories: public safety and legal mandates, project classification, alignment with Select Board-adopted integrated goals, fiscal impact, outside funding availability, and single versus multi-year project nature.
The committee also confirmed all formal capital requests have been submitted while agreeing to track informal projects like waterfront access and seawalls for future consideration.
