Hull Redevelopment Authority Votes to Shrink Beach Parking to 350 Spaces

HULL — December 22, 2025 — Hull Redevelopment Authority votes to cut beach parking from 900 spaces to 350 for the 2026 season. The board voted unanimously at its December 22 meeting to put just two smaller lots — the Fifth Street lot at roughly 275 spaces and the Water Street triangle lot at approximately 75 spaces — out to bid separately, leaving the large center lot closed to parking operations. The decision came after an extended debate over whether to use nonprofits, a parking app, or a revised vendor RFP, with technical consultant Mark Hammond warning that last year only one of four organizations that requested the RFP actually submitted a bid, citing a minimum bid price too high for weather-dependent revenue. Members Dan and Bartley were appointed to a parking subcommittee to draft revised RFPs with a lower minimum bid, a revenue-sharing provision, a $40-per-car fee ceiling, and language barring family members of board members from bidding. The board also approved a warrant of $6,836.80 and was told a legal complaint against the 2025 parking vendor over unpaid fees is nearly ready to file.
