Hull Light Board and Select Board held contentious joint meeting on June 10 over capital authority and facility funding. Chair Thomas Burns and the four-member Light Board (Commissioner Daniel J. Ciccariello absent) opposed a temporary garage and pushed for a two to three million dollar permanent structure at 15 Edgewater Road; the Town Manager, citing charter supervision authority, characterized the Board's votes as advisory pending full analysis.

Town Manager Jennifer Constable, Town Counsel Brian Winner, and HMLP Counsel Nicholas Scobbo engaged in debate over municipal governance structure; the Select Board tabled a vote on Article 40 to June 24 pending a draft transmittal letter. A joint DPW and Light Plant resilience facility, funded through a pending CZM Coastal Resilience grant, would cost approximately sixty to sixty five million dollars and require two-thirds Town Meeting approval; Commissioner Jacob M. Vaillancourt requested counsel investigate why the Light Board was excluded from the grant application.

Both boards agreed to schedule a follow-up meeting in July and undertake a cost comparison.
