HULL — Zoning Bylaw Committee votes unanimously to recommend striking the nonconforming expansion rule. Chair Bartley Kelly's committee backed removing Section 410.6.2, the "5/15 Rule," and also voted unanimously to require rooftop appurtenances to comply with zoning setbacks, addressing neighborhood impact concerns. The Committee prioritized four achievable items for the current Town Meeting cycle—wall effect, open space clarity, targeted NBOD language refinements, and uses—deferring parking policy, green building standards, density, and appurtenance size limits to future study.
With warrant closing February 12 and Annual Town Meeting on March 25, the Committee stressed advance submission of draft articles.
