Hull Redevelopment Authority Approves Extended Parking Hours With $15 Cap
Hull Redevelopment Authority unanimously extends a beach parking lot's hours to 8 p.m., capping after-hours fees at $15.
HULL -- June 29, 2026, Hull Redevelopment Authority unanimously extends a beach parking lot's hours to 8 p.m., capping after-hours fees at $15. The board voted June 29 to allow the operator of the Water Street lot, Joe Riley, represented by lot manager Lindsay Sampson, to stay open two hours beyond the existing 6 p.m. contractual limit, contingent on posting a resident-free-parking sign by July 3. Sampson told the board that 50 cars had filled the unattended lot as late as 7:15 p.m. on a recent weeknight, leaving morning cleanup crews to deal with accumulated trash. Board member Ann pressed for compliance with two unfulfilled contract requirements, resident signage and a validated-parking discount plan for nearby restaurants, before any extension was granted, while a member identified as Bartley argued that waiting two more weeks would cost the operator meaningful summer revenue. Operations Manager Mark Harmons advised that the lease allows modifications by mutual agreement and suggested the conditional approval framework the board ultimately adopted. The board also received preliminary results from a community survey of roughly 9,000 registered voters, with close to 1,000 responses, showing strong opposition to intensive development of HRA land and broad support for open public space; a full report from Mark Street Research is scheduled for July 13.
