Hull Conservation Commission Issues Certificate of Compliance After 20-Year Deed Restriction Standoff

HULL — May 26, 2026 — Hull Conservation Commission resolves a 20-year certificate of compliance standoff and clears six wetland decisions in one remote session. The commission voted unanimously Tuesday to issue a certificate of compliance for 90 Main Street (DEP file SE35-798), ending a prolonged dispute over a deed restriction on land abutting a brackish marsh; Chair Paul Paquin called the multi-decade Town Counsel review period "outrageous" and "embarrassing to the legal profession," and members agreed the special condition required only a "recordable" document — which the applicant had already provided. Separately, the commission issued orders of conditions for 791 Nantasket Ave. and 286 Kingsley Road, approved negative determinations for 49 P Street (conditioned on permeable shower drainage) and 56 Central Ave. (conditioned on permeable pavers and no stone dust, with Danielle Dolan dissenting), and voted a positive determination for 51 Beach Ave., where an unpermitted deck covered by artificial turf was discovered during a site visit, requiring the applicant to file a full Notice of Intent before work may resume. Hearings for 48 Western Ave. and 103 Rockaway Ave. were continued to June 9.
