Hull Planning Board Votes 6-0 to Seek Outside Review of Single-Building Zoning Ruling

HULL — April 22, 2026 — Hull Planning Board votes unanimously to challenge single-building ruling on nine-unit Nantasket Avenue project. The board voted 6-0 Wednesday night to pursue outside legal or technical review of Building Commissioner Bartley's determination that The Point Nantasket Realty LLC's proposed nine-townhouse development at 839–845 Nantasket Avenue constitutes one building — a ruling that reduces the dimensional and density constraints on the project. Applicant attorney Adam Brodsky immediately told the board his client "will not pay" for the review, contending the Planning Board has no zoning authority while sitting in site plan review. The motion was made by member Abby Aliment, who cited language in the planning board application authorizing the board to hire outside consultants at the applicant's expense, and seconded by member Megan Riley; Chair Jean Paquin said she would contact the town manager the following morning to determine the path forward. The hearing, which also featured Design Review Board members raising unresolved concerns about the boardwalk design, pavilion placement, egress, and trash logistics, was continued unanimously to May 14 at Hull High School. Member Cindy read a resignation letter into the record announcing her departure from the board after the May 2026 election, citing what she called a "deeply dysfunctional" system of administrative support.
