Hull Select Board Names Public Safety Building Committee, Adopts Beach Management Plan

HULL — March 11, 2026 — Hull Select Board fills public safety building committee with four permanent members and two alternates after fielding 11 applications for four seats. Chair Brian S. McCarthy led the March 11 session, which also saw the board unanimously adopt the town's 2026 North Nantasket Beach Management Plan under M.G.L. Chapter 40 Section 4. The permanent committee seats went to Nick Russo, a retired Hull fire chief and former FEMA federal coordinating officer who led the Hurricane Katrina Mississippi response; Patrick McCarthy, an owner's project manager on a $195 million Quincy public safety complex; Richard Scott Wormington, a retired state police deputy superintendent who oversaw a $500 million agency budget; and Donna Purcell, a finance and contract management professional and former select board member. David Twombly and Joe Berkley were named alternates, with Twombly designated first alternate. Greg Grey was unanimously appointed as the board's own liaison to the committee. The beach plan, more than a year in development, awaits only final Natural Heritage conditions on piping plover management before its operations and maintenance permit takes full effect ahead of the 2026 beach season.
